The Muncie Arts & Culture Council has a plan — to make Muncie into a Hoosier cultural gem.  Yesterday, it held two meetings to ask for the community’s ideas and help.  IPR’s Jingxia Wei attended the evening meeting in Heekin Park and brings us this report.
