State Superintendent-elect Glenda Ritz called her victory a ‘referendum’ on Indiana’s education overhaul. Ritz capitalized on growing teacher discontent to unseat Republican Tony Bennett in Tuesday’s election. But education policy experts say it’s unclear how effectively Ritz can deliver on her campaign promise to roll back Bennett’s key initiatives.
