Charter schools are a statewide priority for Indiana Governor Mitch Daniels. But right now, all but nine of the state’s charter schools are in Indianapolis or Gary – and these schools are absent in rural areas. StateImpact Indiana’s Ben Skirvin set out to create a hypothetical charter school in the farmland of southern Indiana to see what challenges the state must face.
