Curriculum Vitae
Charles D. (Chip) Taylor is Associate Professor Emeritus of Political Science at Ball State University, where he taught courses in public management and public policy. Throughout his career he conducted research and community outreach on behalf of the Bowen Center for Public Affairs, which he served as Managing Director from 2017 to 2021. His research focuses on public policy issues in state and local government and has been published in the American Review of Public Administration, Economic Development Quarterly, and State and Local Government Review.
Prior to joining Ball State, Taylor coauthored numerous studies of local government finance for the Strom Thurmond Institute of Government and Public Affairs at Clemson University. Before entering academia, he spent fifteen years as an engineer and manager in Missouri local government. He earned a PhD in policy studies from Clemson University, an MS in Administration from Southeast Missouri State University, and a BS in Electrical Engineering from the University of Missouri.
